So, myself and the SDLP as a party were extremely disappointed when some parties voted down the bill to ban the barbaric practice of fox hunting with dogs in the last mandate. The SDLP will always champion animal welfare, most recently advocating for an all-island animal cruelty register. This would ensure those convicted of cruelty to animals are barred from owning animals in the future. We will continue to press for this and the reintroduction of the fox hunting ban when the Assembly reforms.” Deirdre Vaughan, April 2023.
Cllr Rachel Woods (Green Party, Ards and North Down, Holywood and Clandeboye)
In the Northern Ireland Assembly on 6 December 2021, Rachel Woods MLA voted in favour of John Blair MLA’s “Hunting of Wild Mammals Bill”. The bill, which aimed to outlaw all forms of hunting wild animals with dogs, including fox hunting, deer hunting, hare hunting and terrierwork – was narrowly defeated with 45 voting against it and 38 voting in favour.
“The Green Party Northern Ireland strongly objects to the obsolete and inhumane practice of hunting wild animals with dogs…It’s long overdue that these horrific practices are outlawed. Hunting with dogs is cruel and unnecessary. The hunted animal suffers immeasurably…The overwhelming majority want to see the hunting of deer, foxes, hares & rabbits with dogs made illegal. Fox hunting, stag hunting and hare coursing have no place in civilised society. We need to go further on a lot of these barbaric practices and put a stop to them. Hunting with dogs has no place in our society and seeing wild animals tortured and killed in such a cruel way should not be considered a sport or deemed to be entertainment” – Rachel Woods MLA, Northern Ireland Assembly debate on the Hunting of Wild Mammals Bill (6 December 2021) https://youtube.com/watch?v=LPFnFbgfBSw&t=5269s
“Snaring is a cruel and painful practice which causes unnecessary suffering to animals. The Welsh Government recently announced its intention to introduce a ban and I believe it’s time for Northern Ireland to follow suit” – Rachel Woods MLA, Northern Ireland Assembly debate on the Hunting of Wild Mammals Bill (6 December 2021) https://youtube.com/watch?v=LPFnFbgfBSw&t=5269s
“Today’s debate was on the principles of hunting of wild mammals, a cruel and barbaric practice which the majority of people in NI want banned. I’m absolutely disgusted that John’s Bill fell at Second Stage. @GreenPartyNI will continue to object to this inhumane practice.” Tweet from Rachel Woods MLA, December 6, 2021.
In a September 2021 Assembly question, Rachel Woods MLA asked the Minister of Agriculture, Environment and Rural Affairs “whether he intends to bring forward legislation to ban the sale, manufacture and use of snares in Northern Ireland.”
“Attending launch of @USPCA_Official Puppy Dog Fortunes today. Shocking levels of animal abuse going on to facilitate puppy trade. Need to close gaps in legal trade, enforcement issues and seriously tackle illegal breeding, trafficking and dealing here, in RoI and rest of UK.” Tweet from Rachel Woods MLA, Oct 20, 2021.

Jackie Coade (SDLP, Armagh City, Banbridge and Craigavon, Craigavon)
“I watched a fox being ripped apart in a field beside my house last summer. It was brutal. This horrendous practice is not fun. It’s not a sport and it is not justified in a progressive society…I honestly could have cried for the poor animal. The way those men lead the hounds to the poor animal hiding amongst the hedgerow was absolutely disgusting…Shame on all of those who voted against your Bill @JohnBlairMLA No time is no excuse” Tweets from Jackie Coade, Dec 8, 2021. https://twitter.com/jak_ie/status/1468627016496861190

Ciaran Toman (Armagh City, Banbridge and Craigavon, Lurgan)
As an animal lover, I believe it is our duty to do everything in our power to keep animals safe and with recent high profile court cases of animal cruelty in my own Council area, there can be no more dragging of feet when it comes to this important issue.
In my previous role as a Parliamentary Assistant to the former Upper Bann SDLP MLA Dolores Kelly, we worked extensively with USPCA to bring forward plans for an All-Island Animal Cruelty Register. We were overwhelmed by the support we received from the public and right across the political spectrum. Despite indications that Justice Minister Naomi Long and DAERA Minister Edwin Poots were supportive of the plans we disappointingly reached the end of the Assembly term with no further progress. We have had too many warm words on this issue and not enough action.
The Irish Government indicated a willingness to explore these proposals and we can’t let this opportunity slip by. We need representatives who are going to stand up and fight for the issues that matter to us and animals and that is what I have done and will always do for the people of Lurgan.

Cllr Fiona Ferguson (People Before Profit, Belfast City, Oldpark)
“We don’t see any justification for hunting with dogs in 2022. When it’s done for sport it’s deeply inhumane…What it is about the ripping apart of one animal by another that instigates a drive for competition in some people is totally beyond me. What it is about that kind of helplessness that instigates some to jump onto horses in fancy costumes I’ll never personally understand. But ultimately the point is that it’s rooted in animal cruelty and so we should just get on with the business of banning it…We have developed methods for pest control which don’t rely on whipping up one animal to tear up another to pieces in such a barbaric manner. There are far better ways to humanely control pests and we don’t see that as a justification for delaying any kind of ban on this barbaric practice because of pest problems…There is widespread support for an end to animal cruelty and the improvement of animal welfare. This is animal cruelty. This should be stopped, it should be banned and the majority of people agree with that.” Cllr Fiona Ferguson, Belfast City Council Motion – “End of Hunting of Mammals with Dogs”, 10th January 2022.

“In all seriousness, what Bella Hadid shared on insta was an important message from @RBoydBarrett Why does the Irish government value horse racing much more highly than women’s services? @FineGael @fiannafailparty and @greenparty_ie should be asked this by media on a daily basis” Tweet from Cllr Fiona Ferguson, March 31 2022.
Cllr Anthony Flynn (Green Party. Belfast City, Ormiston)
“Speaking in support of @cllr_petermcrey motion against hunting tonight on Belfast City Council. I am disgusted that we still have not seen a ban on hunting in NI because other parties’ support” Tweet from Cllr Anthony Flynn, January 10, 2022.
“Hunting with dogs is not only cruel but it’s blatantly unnecessary. The hunted animal suffers immeasurably before it’s finally killed. The Green Party objects to the outdated and inhumane practice of hunting wild animals with dogs and has been at the forefront of calling for a ban for many years…Public opinion on this issue has only increased against hunting with dogs…Survation in 2019 found that the overwhelming majority of the public in Northern Ireland want to see hunting deer, foxes, hares and rabbits with dogs made illegal. In the consultation for the latest bill to ban hunting with dogs, 78% said all hunting, coursing, capturing or killing wild animals with dogs should be banned here…I believe that foxhunting, stag hunting and indeed hare coursing have no place in our society…Hunting with dogs has no place in our society and seeing wild animals tortured and killed in such a cruel way should not be considered a sport or in any way deemed to be a form of entertainment. Arguments about controlling the fox population do not stand. It is not countryside management, it is a bloodsport…I remain hopeful that we will see a ban in time because the public want to see it happen and I hope that this council will maintains its corporate opposition to this cruel and inhumane bloodsport.” Councillor Anthony Flynn, Belfast City Council Motion – “End of Hunting of Mammals with Dogs”, 10th January 2022.

Cllr Gary McKeown (SDLP, Belfast City, Botanic)
“I think most people would be surprised to learn that hunting of this nature is still permitted in Northern Ireland, particularly given that for the most part it is illegal in England, Scotland and Wales and indeed has been for nearly two decades. It’s anachronistic, abhorrent and well past time it was banned here. The idea that it should be permitted for animals to be chased and torn apart is appalling and harks back to previous centuries when there was very little in the way of appreciation of animal welfare. We ought to know better nowadays, and we do know better, so the law needs to catch up with that. The impact of this behaviour on the welfare of hunted animals in the chase leading up to their deaths is unbearable. For example, autopsies reveal that foxes are not killed quickly when hunted but endure numerous bites and tears, causing enormous suffering before death. Foxes forced to face terriers underground can suffer injuries to the face, head and neck as can the terriers themselves who are conducting the hunting on behalf of those who are organising the hunts. It’s time to legislate to stop this…We now need to move to bring in legislation here which is robust, comprehensive and enforceable to protect the animals which are being hunted, the dogs which are being exploited to carry out the hunting and indeed the reputation of this region as somewhere that believes in the importance of animal welfare and is serious about it.” Cllr Gary McKeown, Belfast City Council Motion – “End of Hunting of Mammals with Dogs”, 10th January 2022.

I am very happy to reiterate my positions on both again and support tougher penalties and sentences on those responsible for animal cruelty. I have also previously brought a motion calling for Belfast City Council to give 30% of its sites back to nature, thus helping biodiversity, wildlife and habitats. This is in line with the UN’s 30×30 commitments on nations pledging to give 30% of land and seas back to nature by 2030. “Foxes are my favourite animal. I support a ban on the hunting and the culling of animals particularly the use of hounds in ‘hunting sports’ and I would like to see laws implemented that are strong enough to prevent any loopholes that would allow for ‘trail hunting’ or any other sport that endangers wild or domestic animals. I would also like to see a similar law brought into Northern Ireland that has been implemented in England that would ban puppy farms, and better protections for animals against cruelty” – Amy Merron, 22 March 2022.

Speaking at the meeting, Cllr Cusack stated: “I and my SDLP colleagues were shocked to see legislation [seeking to ban hunting with hounds in Northern Ireland] fall at the first hurdle in the Assembly in December. As an animal lover myself, I was asked by some constituents why other parties such as Sinn Fein and some in the DUP, with the notable exception of the late Christopher Stalford, had voted against this legislation which essentially would have protected against cruel practices such as hunting and fox hunting. I couldn’t explain their reason…I have never understood the thrill or pleasure anyone could get from a sport or practice which involves abusing or killing animals for entertainment. They are sentient beings. We should be fighting to protect them and not protecting those fighting them. We need to get our priorities right, we need to get the legislation right and we need to do the right thing by supporting this motion today and any future motion in the Assembly.” https://youtu.be/EJKpeFzhjw8?t=214 The motion was passed with 22 votes for, 11 against and 7 abstentions.

Derry and Strabane District Council has introduced a blanket ban on circuses with performing animals from using any land it owns. While tigers and lions are rarely seen in the circus ring nowadays, the ban will affect those that still use horses, ponies and dogs. The matter was first brought up in the chamber by Independent councillor Gary Donnelly, a member of the health and community committee, who described the use of any animals in the circus ring as cruel…Mr Donnelly said he made the proposal after a gap in the Welfare of Animals Act was brought to his attention. He said: “There really is no place for animals being used for entertainment in circuses any more and this ban sends a strong message that it is no longer acceptable to have horses or llamas performing tricks. It is cruel to have four-legged animals performing tricks on two hind legs or jumping through hoops of fire, and I am glad that Derry City and Strabane District Council has sent out a message that this kind of cruelty will not be endorsed by permitting circuses to set up on its land.” from “Derry and Strabane Council bans animal circuses from its land”, Belfast Telegraph, May 27 2016.

The motion was passed with 22 votes for, 11 against and 7 abstentions.
“A ban on hunting with dogs in Northern Ireland is long overdue. I strongly believe that animals being ripped to shreds by a pack of dogs for human enjoyment cannot be considered a sport.” Councillor Rachael Ferguson speaking at a meeting of Derry City and Strabane District Council on 24 February 2022.
“I have no words, I am absolutely seething [that Sinn Féin, some of DUP and Jim Allister have combined to block progress on John Blair MLA’s Private Member’s Bill to ban hunting wild mammals with dogs]. I’ve seen what hunting does to these dogs and the poor animals they are sent to kill. Carol Gallagher (People Before Profit, Derry City and Strabane, Sperrin)
“I care deeply for the welfare of animals. As a loving dog owner, it is heartbreaking to see that animals are often treated with cruelty and that NI is the only place in the UK where it is still (unbelievably) legal to hunt wild mammals with dogs. A full audit of animal welfare is required across the island of Ireland and I support increasing the financial support to animal welfare charities; the promotion of responsible pet ownership in our education system; and I fully support a complete ban on hunting wild animals with hounds.” Comment from Carol Gallagher to the League Against Cruel Sports. Carol Gallagher has pledged to support legislation that ends hunting wild mammals with dogs in Northern Ireland.

“All Sinn Féin MLAs voted along with the majority of the DUP and Jim Allister to support the continuation of brutal blood sports – fox hunting is the preserve of the establishment, just who exactly was Sinn Féin representing when defending this barbaric pastime? certainly not those they purport to represent. We wish we could say we’re surprised. There is no place for these blood sports in our society today. This is another example of Sinn Féin divergence on policy North and South – Sinn Féin are fast becoming Ireland’s most inconsistent party. Ban Fox Hunting” Cllr Shaun Harkin, Facebook post, 9 December 2021. https://www.facebook.com/photo.php?fbid=334093751863941&id=100057899565521&set=a.164787268794591

Cllr Maeve O’Neill (People Before Profit, Derry City and Strabane, The Moor)
“Everybody was in disbelief that this legislation wasn’t passed [in the Assembly]. This practice [hunting with hounds] is barbaric and inhumane. It’s really not sport. It’s despicable to enjoy and facilitate the suffering of another creature. Sometimes we find that people who don’t have that compassion for animals tend to not have that compassion for humans either. It’s shocking that we don’t have this legislation here. There’s far too much animal cruelty that exists in our society. Far, far too much. It’s really awful. This legislation being passed would have sent a strong message to society as a whole that it is not acceptable but it didn’t pass and we are seeing the consequences of it this week with that Labrador in Derry [being attacked by hunting dogs] and I’m sure many other stories that haven’t been told.” Councillor Maeve O’Neill speaking at a meeting of Derry City and Strabane District Council on 24 February 2022. https://youtu.be/EJKpeFzhjw8?t=811

Cllr Rosemary Barton (Ulster Unionist Party, Fermanagh and Omagh, Mid Tyrone)
In the Northern Ireland Assembly on 6 December 2021, Rosemary Barton MLA voted in favour of John Blair MLA’s “Hunting of Wild Mammals Bill”. The bill, which aimed to outlaw all forms of hunting wild animals with dogs, including fox hunting, deer hunting, hare hunting and terrierwork – was narrowly defeated with 45 voting against it and 38 voting in favour.
‘Rosemary Barton was the only Fermanagh South Tyrone MLA who voted in favour of the Bill, but in her speech she called for clarification on the Bill. She said: “While there are many who say that hunting with dogs is a necessity to keep predators like foxes under control, others contend that that method of control is very cruel and causes unnecessary suffering before the animal dies…In considering the Bill, we must remember that its aim is to introduce a ban on hunting wild mammals to death with dogs.”‘ from “Fermanagh and South Tyrone MLAs vote on Bill banning hunting with dogs”, The Impartial Reporter, 10th December 2021.
“Northern Ireland has no dedicated and specific legislation banning or regulating the hunting of mammals with dogs, unlike in England, Scotland and Wales, where hunting with dogs is either restricted or banned. We do, however, have legislation whose objective is to protect wildlife, such as the Wildlife and Natural Environment Act (Northern Ireland) 2011, which prohibited hare coursing but left the possibility to hunt wild animals. There is also legislation to deal with attacks on people, livestock and other animals. While there are many that would debate that hunting with dogs is a necessity to keep predators like foxes under control, others would contend that that method of control is very cruel and causes unnecessary suffering before the animal dies. There are more humane, swifter methods of eradicating predators such as foxes…” Rosemary Barton MLA during a debate on the Hunting of Wild Mammals Bill, 6 December 2021. https://www.youtube.com/watch?v=LPFnFbgfBSw&t=2042s
“These poachers are targeting deer indiscriminately, showing no regard for the safety of the public or for the age or gender of the animal or the suffering that is caused if it is wounded,” said Mrs Barton. “Standing by a roadside in the dark, using high velocity weapons poses a major risk to safety as those holding the gun are blind as to who or what may be in proximity to the animals. I therefore urge the public to contact the PSNI if they see anything suspicious.” from a report in the Tyrone Times about illegal deer hunting, January 2017. https://twitter.com/barton_uup/status/818769286621757440

Cllr Stephen Donnelly (Alliance Party, Fermanagh and Omagh, Omagh)
“Proud of my friend John Blair MLA for having the courage to bring forward his necessary bill to ban hunting wild mammals with dogs. While Sinn Féin may have combined with Jim Allister and DUP members to block this, animal welfare will continue to be a priority for Alliance.” Tweet from Cllr Stephen Donnelly, 6 December, 2021.
“Given the widespread appetite and need for greater protections for animal welfare, that Sinn Féin would block Alliance’s proposal to ban this barbaric practice is illogical and outrageous.” Tweet from Cllr Stephen Donnelly, Dec 6, 2021.
Cllr Adam Gannon (SDLP, Fermanagh and Omagh, Erne West)
“I would vote to introduce a ban on fox hunting and other cruel sports. This cruelty should not be a part of modern society.” Cllr Adam Gannon, 4 April 2022.

Donal O’Cofaigh (Cross-Community Labour Alternative, Fermanagh and Omagh, Enniskillen)
“I am totally opposed to animal cruelty, and animal rights is a hugely important issue. I am opposed to hunting with dogs. I have campaigned for measures to regulate the ever growing puppy farm trade in Northern Ireland where dogs are bred in horrific conditions, with many dying prematurely. This is a result of dogs being commodified and bred for profit, with no concern for the welfare of puppies or their mothers who are bred over and over. These puppies can cost thousands of pounds, while there are thousands of dogs in animal rescues looking for homes that are struggling to function.” Statement from Donal O’Cofaigh, May 2022.

Pat Catney (SDLP, Lisburn and Castlereagh, Lisburn North)
“I voted to introduce a ban on fox hunting and other cruel sports in the Assembly today. Really disappointed that Sinn Féin and most DUP MLAs (but not all) killed the bill. A vicious and cruel sport that has no place in our communities.” Tweet from Pat Catney MLA, 6th December 2021.
In the Northern Ireland Assembly on 6 December 2021, Pat Catney MLA voted in favour of John Blair MLA’s “Hunting of Wild Mammals Bill”. “This is so disappointing, it was a great bill by John Blair MLA – Especially disappointed in Sinn Fein for using what can only be explained as a cop out to avoid voting for the bill. Surely in 2021 we can all agree hunting with dogs is barbaric?” Tweet from Kurtis Dickson, December 2021.
Cllr David Drysdale (DUP, Lisburn and Castlereagh, Castlereagh East)
“I worked with Robin Newton MLA on ‘Lucy’s Law’ and my wife and I are very supportive of the protection of all animals from cruelty” – Cllr David Drysdale, April 2023.
Jacinta Hamley (Green Party, Lisburn and Castlereagh, Castlereagh South)
“There is no place in our society for the inhumane practices of hunting and snaring. So many people agree with this. We need to transform this sentiment into a policy that protects the lives of our native wildlife, which is why The Green Party have been trying to ban hunting for years. There is a widespread problem of animal cruelty across Northern Ireland that needs to be addressed. Introducing an animal cruelty register and banning puppy farms will help keep animals safe from abusive people. As a lifelong animal lover, animal welfare is a topic close to my heart. I will do everything I can to ensure policy offers better protection to animals against cruelty.” – Jacinta Hamley, April 2023.
Cllr Simon Lee (SDLP, Lisburn and Castlereagh, Castlereagh South)
“I am unequivocal in my opposition to the inhumane practice of hunting wild animals with dogs. These barbaric practices must be outlawed. Hunting with dogs is cruel, inflicting gratuitous suffering. Participating in the torture and killing of animals shouldn’t be considered a sport or allowed to be sanitised as ‘entertainment’. I have been consistent in my opposition to these practices, and steadfastly remain so” – Cllr Simon Lee, April 2023.

Cllr Maeve Donnelly (Alliance Party, Mid and East Antrim, Larne Lough)
“I completely agree with banning blood sports in all forms. They are horrifically cruel and barbaric. In 2023 it’s an outrage that this still goes on. There’s no place for this in a modern society” – Maeve Donnelly, May 2023.

Claire Hackett (Alliance Party, Mid Ulster, Dungannon)
“I absolutely support a ban on hunting with hounds. The fact that my party colleague, John Blair’s, Private Member’s Bill on this fell is astounding, in my opinion. For me, it’s a cut and dried issue and certain parties should be ashamed of their actions there. Here’s to getting the ban through in the new term!” – Claire Hackett 24 March 2022.
“So disappointed for @JohnBlairMLA tonight – of all the Private Members Bills [Bill seeking to outlaw hunting wild mammals with dogs], I thought this one would be a no-brainer. I mean, who would possibly object to animal welfare? Well, now we know who would, and did. #DemandBetter at the next election- #VoteAlliance” Tweet from Claire Hackett, Dec 6, 2021.
“I think [hunting with hounds] is cruel and barbaric and absolutely unacceptable. I was completely appalled when my party colleague, John Blair’s, Private Members Bill on this issue failed.” Comment from Claire Hackett to the League Against Cruel Sports.
Cllr Malachy Quinn (SDLP, Mid Ulster, Torrent)
“In 2019 I brought forward a motion to Mid Ulster District Council for the introduction of an All-Island Animal Cruelty Register, which received the backing of all councillors at the time. I then worked through my role as Chair of the SDLP Councillors association to bring that motion to all councils across the North, which our SDLP teams did and it passed through their councils as well.
I then got the Party to create an online petition which was signed by over 4000 people and this was brought to the floor of Stormont. Sadly despite our momentum and other parties coming onboard the then Minister Edwin Poots refused to implement this policy. I am still working with all elected SDLP reps and the USPCA to find a way to make an Animal Cruelty Register happen across this Island.
All SDLP candidates running in Mid-Ulster are opposed to hunting with dogs and support tougher penalties for those found guilty of animal cruelty. Cllr Kerri Martin is currently the party spokesperson on Animal Welfare.”

“In addition to a register [of those convicted of animal cruelty], other key steps are needed. The scourge of puppy farming and the accompanying upsurge in the online sale of pets presents authorities with major challenges. It remains effectively unregulated, and some people are making an awful lot of money from animal suffering. I hope that the new Department is actively considering ways to tighten the sale of pets in that way. Finally, I make the point that animals involved in the provision of entertainment must be treated with the same care and compassion as we expect for our pets. The Alliance Party is in favour of a ban on hunting wild animals with dogs and a ban on the use of snares. In its 2023 election manifesto, the party states: “Alliance has always prioritised animal welfare and sought to tackle cruelty against animals. People engaged in animal cruelty are not only a danger to the animals involved, but potentially to society as a whole. We believe councils have a vital role to play in animal welfare. We want to see: • Councils using silent fireworks in council sponsored displays and raising awareness of the animal welfare risks around fireworks. • A zero-tolerance approach to illegal puppy breeding and increased enforcement in this regard. • Reduced use of unnecessary dog euthanasia in council kennelling facilities through better partnerships with third sector shelters and sanctuaries to rehome unwanted dogs. • A robust inspection regime for registered dog breeding facilities to ensure the highest possible welfare standards.” https://assets.nationbuilder.com/allianceparty/pages/8904/attachments/original/1683190797/LGmanifesto23online.pdf#page=15
